In particular, is the “reassigned” thing a Notice to Hirer?

Parking ticket sent to lease company who passed it on to the driver. The driver received the reassigned ticket on the 05/03/25. The driver of the vehicle had permission from the concierge/supervisor to park there via confirmation of a email. The driver returned later that day and found a card attached to the windscreen saying that the vehicle will be reported(card now lost).
What is the best course of action to reply? , Many thanks in advance
