Service of a PCN, (which has to be sent 1st Class post) is assumed to be the delivery time as stated by Royal Mail, i.e two days after posting. So your date of service is two days after the date on the PCN, which MUST be sent out the day it is printed.

Like many people on here, I parked in Hillingdon next to a sign saying I could park on the pavement and did not look at the other side of the sign to see that you could not park the side that my front wheels were on. There were no markings on the road There was space behind me and I would have reversed 2 feet if the signs had been clearer. I am not sure how to upload photos, but I have photos of the car showing that from the driver's position it looked like I was supposed to park on the pavement.
Is it OK that the notice to owner does not say when the notice was deemed to be served, but says it has to be paid within 28 days of service? It was posted Friday 5th March, received Wednesday 11th March. I can't see anything on the letter clarifying what the actual date for replying is.
