To whom it may concern,
I am the vehicle keeper and, as I understand it, there is no legal obligation for me to reveal the driver.
As your Notice to Keeper is not PoFA compliant I refute all liability for this parking charge.
In the circumstances it appears that your options are as follows;
Cancel the parking charge
OR
Waste further time, money and resources and provide me with a POPLA details and codes etc.

The NtK contains numerous PoFA compliance issues but this will cut no ice in the appeal with the operator.
Option One would be to make a short and sweet appeal purely to get the matter pushed forward to the POPLA stage.

Sorry. My daughter got a pcn for parking without a valid permit at The High Cross Centre, Tottenham, N15 4FB. The charge is £100 reduced to £60 if paid in two weeks. The charge was issued by Private Parking Solutions (London) Ltd, which manages this car park.
