In short:
The exemption applies to vehicles registered with Transport for London (TfL) by the Blue Badge holder, and it covers journeys made "by or for the purposes of transportation" of the holder.

I'm not 100% sure about that myself as I don't manage these affairs within my household. But as far as I know, the BB holder can apply 2 cars to be exempt from congestion charge at any given time, that they must be present in the vehicle, I'm not sure TBH.

Could you link what you were reading please?

Simply being driven in the zone is proof enough. On a different strand of this, I understood that the BB discount applies only when the BB holder is in the car. You've only suggested a single BB holder but two cars claiming exemption. Or have I misread TfL's website?

Okay well they wrote back to me saying that footage can't be issued as the CCTV cameras only capture photographs. I don't understand how the photographs provided are sufficient evidence though.

To be honest, I'm not looking to fight this at all.

I only asked about the footage, because I'm thinking it may be needed to see if a contravention occured, in which case it'd be the first step.

I'll call them tomorrow and ask, if footage is not required, then I'll submit a sob story appeal, and pay the discount in the 99.9% chance they'll reject it

I'm not sure there is a video of the contravention, (I may be wrong). However, phone them up and ask for the video, as they will then stop the enforcement clock if they can actually send a video. Assuming you want to fight this, what grounds would you present to London Tribunals ? As far as I know, nobody has ever presented a 'technical' challenge, assuming there is one, but so far it such a case hasn't come up here or on the now-defunct Pepipoo.

We don't see all that many CC PCNs, and I don't think there has yet been a 'technical' challenge, but wait a bit to see if anybody suggests one. Don't miss the deadline for the discount if nothing comes up.

My mother has a blue badge, which permits 2 vehicles to be exempt from congestion charge. It's interchangeable. Her vehicle usually stays on, but since there is an additional 2 vehicles in the household, we swap them whenever one needs to go into the congestion zone. But this day, all 3 vehicles went into congestion, so one of us would have had to pay the congestion charge, so I volunteered to, but obviously I didn;t (forgot) hence this PCN.

I doubt this sob story holds any value, but it's just for some context.

Essentially I'm hoping for something technical to challenge it, if at all  :)
