Havering don't re-offer the discount. There is no legal obligation to do so. However, it means it is a total no-brainer to take them to London Tribunals, because the penalty remains the same and there are no additional costs. So make them do some work for their rapacity and venality. I would register an appeal straighaway. For appeal, just say "I rely on my formal representations"

Dear team,
I am writing regarding the PCN listed below, which was issued on 31/01/2026. I submitted an appeal for this notice as there were no signs on the evidence provided and it just shows my car stationary at some traffic light; however, the appeal was rejected. I received the rejection letter on 26/02/2026.
The notice now states that the amount payable is £160, and I no longer have the option to pay the discounted rate. I would be very grateful if you could advise whether there is any possibility of paying the discounted amount or if there are any further steps I can take to resolve this matter.
