They're all very keen to tell you all the signs comply with The Traffic Signs Regulations and General Directions 2016, but not so keen, (in fact they don't mention it at all), to tell you about their compliance with The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, and in particular, Regulation 18 (1)(a) which places a duty on them of 'adequacy". Signs may comply with the TSRGD, but it is their placement and numbers that decide if adequate signage is present to inform the motorist of the restriction.

I won a review recently. But, I advise not citing past cases in case they learn. I have my own in June.

This is what I wrote on the appeal,

Dear Sir or Madam,

I am writing to challenge this PCN on the basis that the alleged contravention did not occur.

Having reviewed the CCTV footage, I cannot see any restriction signs visible in the video. I also did not see any clear signs or advance warning before approaching or entering this road.

Under Regulation 18 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, the authority has a duty to ensure that adequate information is provided to road users regarding the effect of any Traffic Management Order. In addition, any signage must comply with the Traffic Signs Regulations and General Directions 2016.

If a restriction is not clearly and adequately conveyed by compliant signage, it cannot be lawfully enforced. In the absence of evidence demonstrating that the restriction was properly signed and visible at the material time, the contravention has not been established.

I therefore respectfully request that the PCN be cancelled.

Also wanted to ask how do I appeal to the tribunals and if I do take it to tribunals is there any costs and anything else I have to do / drawbacks

Havering don't re-offer the discount. There is no legal obligation to do so. However, it means it is a total no-brainer to take them to London Tribunals, because the penalty remains the same and there are no additional costs. So make them do some work for their rapacity and venality. I would register an appeal straighaway. For appeal, just say "I rely on my formal representations"

Dear team,

I am writing regarding the PCN listed below, which was issued on 31/01/2026. I submitted an appeal for this notice as there were no signs on the evidence provided and it just shows my car stationary at some traffic light; however, the appeal was rejected. I received the rejection letter on 26/02/2026.

The notice now states that the amount payable is £160, and I no longer have the option to pay the discounted rate. I would be very grateful if you could advise whether there is any possibility of paying the discounted amount or if there are any further steps I can take to resolve this matter.

Please find the relevant letters and supporting evidence attached below for your reference.

Thank you for your time and assistance, and I look forward to your response.
