@Incandescent rejected the appeal. Your experienced opinion, should I take this further given how unfair it is? Also it’s £0 for the hour. In response they say the conditions (pregnancy and medication) are not serious.

Your initial challenge should form the basis for your reps against the NtO, but needs to emphasise that it is surely not the councils position that only an emergency is a reason for a very slight delay in making payment to park. Emphasise that allowing time to pay for a parking session is the basis for the whole regime of "pay-and-display" parking, and you do not consider that the time you took to make payment was unreasonable in your present circumstances of (1) 15 weeks into a pregnancy, and (2) on medication, one of the side effects toether with the pregnancy makes you feel badly sick and tired.

They are saying it must be a medical emergency to be a few minutes late in paying...
They have a duty to act fairly and this is just silly.

Time is allowed to pay for parking, or else nobody could ever park legally. You now have a choice, (1) pay the discount, or (2) wait for the Notice to Owner and submit reps against that. These reps will be broadly the same as your initial challenge, but updated to answer what they said in their rejection letter. Redbridge normally re-offer the discount at this stage, even though they don't have to. However, with councils so greedy for money nowadays, the only place you'll get an unbiased judgement is at London Tribunals with the full PCN penalty in play. If you win you pay nothing, if you lose you pay the full PCN penalty but there are no additional costs.

Background
Parked on Ilford lane, got out to sort parking (with child), felt unwell and walked into the shop to sit down get better reception as net wasn’t good either so I could promptly “pay” for the 1 hour which is FREE.
Came back to car and see a ticket, I began entering details on the parking app at 1:03 and the ticket was issued at 1pm, with photos taken at 12:59:40 seconds
I appealed explaining my condition, 15 weeks pregnant and on medication, feeling sick, went to shop thought WiFi would be better and easier quicker to sort the free 1 hour, highlighted only few minutes after parking.
Appeal rejected 15/01/2026 with evidence from ringo / pay app when I started the parking

In between I sent a written letter sharing medical details but advised not to and wait for NTO

Any advice on how to tackle this moving forward, find it really upsetting that they can issue and don’t reverse after the information provided
