Then you should say that you returned immediately to the car as you were aware your responsibility was to move it, and you found a car park nearby.
You could also say you were working as a xxxxx and always diligent about parking legally but on this occasion was briefly misled about the permit.

Nothing happened. I moved the car into a nearby car park by calling upon a favour from a previous client.

It's not a matter for their discretion.
Any parking regime that demands a visitor must obtain a visitor permit in order to park, must allow sufficient time for that permit to be obtained. So I suggest you do not ask them for discretion at all, but point out that by demanding visitors must obtain a visitor permit in order to park, they must allow sufficient time to obtain that permit from the resident they are visiting.

It was the first time there were actually no bays to park in and pay. Would the following suffice?
I wish to challenge the above Penalty Charge Notice.
At the time of the alleged contravention I had parked briefly in order to obtain a visitor permit from a resident within the building. The building has controlled security access and lifts, which meant it took slightly longer than expected to reach the resident and request the permit.
I returned to the vehicle as quickly as possible and unfortunately missed the Civil Enforcement Officer by only a short time, who advised that the ticket had just been issued.
The vehicle was only parked for a few minutes (approximately five minutes according to the PCN) and was not left unattended for any longer than necessary while I attempted to obtain the required visitor permit.
Given that I was actively attempting to comply with the parking requirements and returned to the vehicle immediately, I respectfully ask that the council exercise discretion and cancel this Penalty Charge Notice.

What did you do when you got back to car.
There are pay bays there.

Just submit what happened. Time is always allowed to obtain a parking ticket or permit.

It was to value their apartment. I literally got back and the CEO said I was about 30 seconds too late.

It's worth a try saying what you've sai - there is 5 mins observation on the PCN.
What was the purpose of visit? A statement from who you were visiting if they promised you a permit could help.

Hi,
I got back to my car whilst the CEO was placing the PCN on my windscreen. I was visiting the nearby apartments and the owner said they would give me a visitors permit. But when I got there he couldn't find any. I went back to move the car but it was too late. It took me time to get to the apartment (had to buzz through 3 doors and up and down the lift).
Is there anything I can appeal on or should I just pay?
