I was not aware of the 14 day rule. That's a great point, thank you. I will fill their online complaint form shortly. I shall update this post when I hear back from them.

Did the PCN arrive by post or was it on the windscreen of the car?

Ok, assuming that you didn't get a windscreen PCN - APCOA have failed to issue the PCN within the required 14 days to transfer liability from the driver to the keeper. In general APCOA don't litigate, but you could try a complaint, which they should treat as an appeal. Make sure you write only as the keeper, any reference the the driver being in the 3rd person. Something along the lines of

"I am writing in reference to your PCN xxx re Vehicle YYY. I am the registered keeper and have recently returned after an extended overseas trip to your PCN and subsequent 'debt collection' letters. I am under no obligation to name the driver, and will not be doing so. Your PCN was issued too late to transfer liability to the keeper under the POFA, and I am therefore unable to help you further in this matter. I look forward to your notification that this PCN has been cancelled.'

They will probably just waffle on that it is too late as it is now in the hands of the debt collectors, but it puts them on notice you are not a push over.

Hi All

On 19/11/2025 I went to Royal Berkshire Hospital for a procedure that I was waiting for ages. When I arrived there was no parking space and after driving around for ages and not having any luck and my appointment time approaching, out of desperation I chanced it and went one floor up and parked at staff car park.

On 5th December I left the UK to take care of my mother in another country and was away until just 2 days ago, 27th Feb. I have the evidence of this on my flight tickets. Upon my return I saw that I have a PCN that was issued by APCOA on 19/12/25 (one month AFTER) for £60. Then a Debt Recovery letter dated 21/1/26 asking for £130 followed by another threat dated 16/2/26.

I have no issue in paying the discounted £30 which was originally issued but I need your expertise as to how to approach this and what to write. Obviously I don't want to say anything that I should not.
