They CANNOT issue a charge certificate 28 days from the date of the PCN. Back later with a draft and case in support.

I have to say I don't see a robust appeal to take to London Tribunals, sorry to have to say it. I say London Tribunals, because the council will refuse your representations no matter what you say.  You came out of a signalled junction, yet say you looked right for traffic. You were proceeding on green signal, so traffic from the right would have been stopped at the traffic lights so no need to look right at all.

At 0.09 of your video, the NRT sign on the central reservation comes clearly into view, (even though it is night). I agree the one on the left is not visible, but you did have plain view of one of the signs.

In terms of the adequacy test in Regulation 18 of The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, I think the council have erected "adequate" signage indicating the restriction. What more do you think they could have done ?

I received a PCN for a prohibited turn near Ruislip the other day, after coming out of a shopping complex.

However this shows part of the story, the council video only shows the turning maneuvre off Victoria Road. I had in fact just come out of the signal at a T-junction a few meters before, with the sign being only a few meters after the turn.

This seems well signposted and was about to head off on their website and pay. I went to check my dashcam footage as to why I missed and feels indeed positioned way too near the junction to spot after turning left.

I did perform the turn but aside of not being up to date with the latest traffic sign position rules, it does not seem reasonably placed for someone to spot after turning left. I looked right to check oncoming traffic as I came out of the signal, then I looked left in the distance for oncoming traffic on the opposite side, before turning. Completely missing the no-turn sign, which may appear well positioned and lit if just watching this video with hindsight. This is the only sign you can see, the one on the left is obscured before coming off the signals.

Is it worth making representations?

I am on day 8 of the 14 day reduced charge period. Many thanks
