I drove into the Oxford congestion charge zone on 13 February. I only remembered about the charge on 15 Feb by which time it was too late to pay.

I have been sent a PCN. Hopefully it shows up here https://imgpile.com/p/ttvxDVR

I did drive in the congestion zone. I should have paid. I am hoping that the wording of the PCN may be non-compliant. I remember from the days of pepipoo that the key legal wording was "date of service" of the letter. Here it says "delivery". But it means the same thing so I'm probably clutching at straws. There's also a little superscript 1 but there's no accompanying note.

Worth challenging or just shut up and pay?
