The reduced amount is irrelevant, the deadline for submitting an appeal is on the notice, something like 28 days from the date of the notice. This is the important date to note.
However any appeal is likely to be rejected anyway.

If you search the forum you will see what eventually happens to ECP cases. Which aren’t “fines”, by the way.

Please post up the original PCN redacting only personal data.
The normal advice is not to rely on the landowner cancelling the PCN until you have written proof - in the meantime it is worth jumping through the hoops just in case the matter escalates.

Good morning,
Just seeking a quick bit of advice.
Euro car park have issued a parking charge notice for £100, which McDonalds may be able to cancel on our behalf. However, if we have not had confirmation from McDonalds before the due date to pay the reduced fee of £60 arrives, would it be prudent to go ahead and submit an appeal anyway to ECP whilst we are waiting, just in case McDonalds declare later that they can't help?
Or might this in some way affect the ease at which McDonalds can cancel the fine?
