OK, nothing wrong with that, but be aware this is just an informal challenge against the PCNs, and councils invariably send Fob-Off letters rejecting them all. Indeed I do wonder if the representations are ever read !
Anyway, ram it in and post their response when you get it.
Any photos of the vehicle ? I would include some with your reps as proof.

Dear Sir/Madam,
I am writing to formally appeal against the above-referenced Penalty Charge Notices issued to vehicle registration SN74 TYB at Lonsdale Road and Colville Gardens, London Borough of Kensington & Chelsea.
I respectfully request that all four PCNs be cancelled on the grounds that the vehicle was involved in a road traffic accident/collision, which rendered it undriveable and required it to be recovered by a tow truck.
Circumstances of the Incident:
Following the collision, the vehicle came to rest on Lonsdale Road, where it suffered significant damage including a buckled wheel and fluid leaks, making it impossible to move under its own power. PCNs KE76554842 and KE76410525 were issued whilst the vehicle was stationary at this location following the accident.
A recovery vehicle was subsequently arranged to tow the vehicle; however, due to the severity of the damage — specifically the buckled wheel causing instability on the tow truck — the vehicle could not be safely transported in a single attempt. As a result, the recovery process was interrupted and the vehicle had to be temporarily left in the nearby vicinity of Colville Gardens whilst a suitable solution was arranged. PCNs KE76555109 and KE76284872 were then issued at this secondary location.
At no point was the vehicle parked wilfully or negligently. It was left in these locations solely due to the unavoidable and exceptional circumstances of a road traffic accident, entirely beyond my control. The entire situation was dictated by the practicalities of safely recovering a severely damaged vehicle.
The damage to the front end of the vehicle is clearly visible in the PCN photographic evidence, which I submit corroborates my account of events. I will also be providing supporting documentation from the garage and recovery company confirming the vehicle was recovered following a collision.

∙ PCN photographic evidence shows front end damage.
I trust that upon review of the above, you will agree that the issuing of these PCNs was not warranted given the exceptional circumstances, and I respectfully request that all four Penalty Charge Notices be cancelled in full.
