Hello,

I’m looking for advice regarding a Penalty Charge Notice (PCN) issued by the London Borough of Havering for an alleged contravention code 47J — stopping on a restricted bus stop or stand.

According to the video, the driver stopped for about 10 seconds only to pick up a passenger. The driver did not notice the “clearway” sign because it was positioned further ahead on a traffic signal pole and only became visible when pulling away. Notably, there is a pole right at the start of the parking area next to where the vehicle stopped, but it does not display any sign.

I would also appreciate clarification about the time limits: which date is considered official — the issue date or the date of actual delivery? The notice was issued on 11/07/2025 (Friday) but was received on 15/07/2025 (Tuesday). Counting from the alleged contravention date, it appears that more than 28 days may have already passed.

Would an appeal be reasonable in this situation, and if so, how should the case be presented?
