Of course they are barking mad. The BPA are trying to convince motorists that these parking charges are really for the-benefit people parking.
The truth is they just want to make money knowing full well the more tickets they issue the bigger the profits they make. They are trying to make out that they do not wish to go as far as county court to avoid clogging up the system. In other words just pay up under any circumstances. I think not.

They felt that by raising the £100 fee that this would add to road safety as cars parking irresponsibly on roads would use car parks.This would prevent cars blocking the Ambulances, Fire engines etc attending emergencies.
Increasing the possible charge for mis-reading/mis-understanding/parking totally as per signage but ANPR says otherwise will reduce road parking?

the use of Debt Collectors was beneficial to those who had received Parking charge notices.
Almost begrudingly admire anyone able to say this with a straight face.
These would be the same debt collectors that MHCLG described as making "supernormal profits" of an average 63%.

I was watching the above this morning when a discussion between the host and a representative of the BPA came to the forefront.
BPA were really concerned that if they were to have Debt Collectors fees removed from the process this would increase the pressure on the courts and the use of Debt Collectors was beneficial to those who had received Parking charge notices.
Those motorists could have a payment plan to assist them What kind people they are.
They also felt that £100 should not be capped as inflation affects their business model. Also they felt that motorists would be prepared to pay this amount in lieu of paying parking charges.

Also they were open to the consideration of mitigating circumstances. If they are going to be judge and jury they could possible move the goalposts no doubt.
What a joker but there was little push back from the interviewer.
