I challenge the PCN as the details below from the London Tribunal website clearly state the only grounds on which representations can be made. Therefore, the last two grounds on your PCN clearly render it a nullity. Therefore, it follows that the alleged contravention did not occur since you have clearly departed from the statutory scheme.

Notice of Appeal
This is the form which the Enforcement Authority should send with their Notice of Rejection.
The grounds of appeal are the same as for making representations:
The recipient was not the owner of the vehicle at the material time;
There was no breach of the bus lane order/regulation;
The person in control of the vehicle at the material time was in control of it without the owner's consent;
The police are taking action.

Was driving home from the Theatre in Kingston following google maps. Approached junction as route given ahead was closed as you can see in the pictures. I’m not from Kingston so didn’t know where I was going and choose to go left. Didn’t realise it was a bus lane.

Having looked on google maps, the bus lane isn’t signed correctly on approaching the junction. The signage feels inadequate and misleading as there are arrows on the road for straight ahead and a right turn but there is a pavement pole sign with an arrow ahead for other "Other Routes" and a arrow Right for " Esher (307) but no indication of a bus lane.

Given my preferred exit was closed as seen by the cones in the picture, and i'd missed the signage do I have a case to challenge this? The weather was also terrible and it was dark.
