The notice does not comply with the requirements of PoFA 2012 to transfer liability from the unknown driver to the registered keeper. You have obscured too much of the notice to see if they are even attempting to do so, but no “period of parking” is one failure.

Hello,

Upon entering Victoria Road Retail Park on 29th January, driver parked and went shopping for approx 30 minutes, then left. It is a free retail car park.

On 18th February, I, the registered keeper, received a FINAL REMINDER letter. This is the first letter I received and I did not receive any prior correspondence.

I don't have photos of the signage but will go back tomorrow and take some images.
