My son and I spent all that time trying on football boots for his first ever official game.... we have a receipt.

In which case don't appeal on the grounds the PCN isn't POFA compliant as that won't get it cancelled.
I'd go with Richards advice and talk to Decathlon if you spent a decent amount with them. Might be too late but worth a go.
Otherwise your options are pay it or receive more letters up to and potentially including court documents. You can ignore debt collectors letters but you will need to engage if they issue a letter of claim.

In my opinion, it is highly questionable if the NtK meets the requirements of Schedule 4 Paragraph 9(2)(f) as the NtK should stipulate that the creditor can only use PoFA (keeper liability) if, "if all the applicable conditions under this Schedule are met" - this is mandatory wording and it is missing from the operators NtK - furthermore, there is no alternative wording offered which would adequately transmit that mandatory point.
I would appeal on that point alone whilst denying keeper liability.
In the meantime, return to the retailer and set out the circumstances.

As you've missed the reduced rate date, no harm in appealing. The NTK appears to be compliant with POFA to allow transfer of liability to keeper. You can only appeal that you were a genuine customer - did you spend money / have a receipt that could be submitted. Although they are POFA compliant, it would be best to appeal as keeper only and not identify the driver.
The retailer may not have sway, but you could try to find out who runs the site and appeal to them to get it cancelled.

Parking Charge received and would like to know if there are grounds not to pay, or pay a reduced sum, or other course of action, please.
Location: Forbury Retail Park, Reading RG1 3HS
Date: 24/01/2026
Time Limit to park: 2hrs 30mins.
Actual Parking time: 3hrs 25mins (we didn't know, got busy in Decathlon shopping).
UKPC letter dated 31/01/2026 - £60 charge. Notice to Keeper.
UKPC letter dated 14/02/2026 - £100 charge, received 21/02/2026 as 'Final Reminder'
