POFA: The Protection of Freedoms Act 2012 (https://www.legislation.gov.uk/ukpga/2012/9/contents) - The legislation that gives private parking firms a strict pathway to keeper liability.

POPLA (https://www.popla.co.uk): An "independent" appeals organisation for private parking charges. Independent in quotes because it's still owned by the "British Parking Association"

So they are not relying on PoFA.

The bit where they say that 'the keeper will still be liable for the charge' is total BS.

You could reply with the following;



I am the registered keeper.

As your notice is not PoFA compliant I will not be accepting any liability for the outstanding parking charges.

The driver is not known to you and I will not be providing any driver details.

Your options are;

Cancel the notice

OR

Waste further money by providing a POPLA code.

I drove to Luton airport to drop off some family members who were going to fly overseas. Instead of using the regular drop off service , I wanted to drop them off in the free area (15 minutes free). I had no idea that this does not exist anymore and that it's only longer parking. After I turned into this area I saw the signs and realised I must get out of there. I reversed my car a bit, my passengers hopped out, and I received a PCN for "Dropping off or picking up outside of designated areas." Is there a way to get out of this? It was truly a mistake of mine to turn into that street.
