Dear xxxxxxContravention code: 11Parked without payment of the parking chargeThank you for your letter received on 07/09/2025. After investigating the case, and taking intoaccount the contents of your correspondence, I have decided to cancel the Penalty ChargeNotice (PCN).The Civil Enforcement Officer (CEO) observed your vehicle for 7 minutes parked in a paid forparking bay. The CEO checked our payment records but could not locate any purchased timefor your vehicle and did not observe any activity that would provide an exemption to therestriction.You have challenged this PCN as you were displaying a parking dispensation from UniversityCollege Hospital (UCH) and mistakenly parked in a paid for parking bay. The CEO hasconfirmed that this was displayed, however, it is only valid when parked on yellow lines on thestreet stated on the dispensation.As your vehicle was parked in Huntley Street in a paid for parking bay, the parkingdispensation was not valid. Given the circumstances, I have used my discretion to cancel thisPCN. If you use UCH dispensations in the future, please check which street and parking area itis valid for before parking, as any further PCNs may not cancelled in this way.For future reference; Huntley Street is also within our green badge zone where blue badges donot provide the standard concessions. Additional schemes operate in central London whereparking is limited and this is explained in the information given to all blue badge holders. Withinthe green badge zone you cannot park in resident bays, green badge holder bays or on yellowlines.
