No. I have used it before, but my wife was travelling with my son on this occaisson.

Thank you for your letter received on 07/09/2025. After investigating the case, and taking into
account the contents of your correspondence, I have decided to cancel the Penalty Charge
Notice (PCN).

The Civil Enforcement Officer (CEO) observed your vehicle for 7 minutes parked in a paid for
parking bay. The CEO checked our payment records but could not locate any purchased time
for your vehicle and did not observe any activity that would provide an exemption to the
restriction.

You have challenged this PCN as you were displaying a parking dispensation from University
College Hospital (UCH) and mistakenly parked in a paid for parking bay. The CEO has
confirmed that this was displayed, however, it is only valid when parked on yellow lines on the
street stated on the dispensation.

As your vehicle was parked in Huntley Street in a paid for parking bay, the parking
dispensation was not valid. Given the circumstances, I have used my discretion to cancel this
PCN. If you use UCH dispensations in the future, please check which street and parking area it
is valid for before parking, as any further PCNs may not cancelled in this way.

For future reference; Huntley Street is also within our green badge zone where blue badges do
not provide the standard concessions. Additional schemes operate in central London where
parking is limited and this is explained in the information given to all blue badge holders. Within
the green badge zone you cannot park in resident bays, green badge holder bays or on yellow
lines. For further information on blue badge parking please visit our website at
