I'm hoping this is something you kind people can help with.

On 17th October at 08:50 I entered West Street carpark, owned by Leeds City Council.

Upon parking and I had issues with my mobile phone data, following a new mobile contract I had just taken out at the time. I do however, always carry cash with me and I had of course planned to pay at the pay & display machine on site, however this was out of order.

After speaking to LCC via parkingservices@leeds.gov.uk but they do not want to listen to me and continue to pursue the PCN and have now increased the initial PCN from £25 to £50 and I am concerned this will shortly go up in the next couple of days.

They have told me that I should have called them via the pay by phone number but the sign is so small on the site I genuinely didn't notice the number to call, this is much smaller than the other signs on the site and is high up on a lap post so not easy to see.

I have noticed now that they do also have the number on the side of the pay & display machine but I didn't know this at the time.

I have been emailing them within every 14 day as when you email them you receive the following automated email response:

The email states that the PCN will be placed on hold pending our investigations, however the have still since double the PCN.
