Won the appeal now being charged. And now dropped!!

Hi folks.
In August 2021 I received a PCN from Wandsworth council for a yellow box violation. I appealed. The appeal was upheld and the charge cancelled. Yesterday (some 2 years 8 months later) I received a 'charge certificate' asking for £165 for non payment. As this was so long ago I cannot now find any evidence/correspondence of the PCN being quashed.
I've spoken with a 'bot at Wandsworth council that said 'the case is still open. Trying to speak with a human has been futile. I've emailed Wandsworth council asking........
UPDATE: Literally as I'm typing an email has arrived from Wandsworth council stating that this is an error and it HAS been cancelled. They're "sorry for any inconvenience caused".
My missus was going to pay just to avoid the stress!! Thankfully we didn't.
Has anyone else had this happen? It's appalling.
TLDR. Got A PCN, was quashed, then reinstated, then quashed again.

All London councils are basically s**1t. It part of the burden for living in London/

We need some more detail When you say won the appeal was this at the tribunal or did the council cancel the PCN before then.

2 years 8 months is likely to be found as an undue delay but we need to know on what ground a statutory declaration against the CC can be made

@Choochmunk for future reference all tribunal cases are published online in perpetuity. You can go to https://londontribunals.org.uk/ and open "View the statutory register of appeals" and then follow the search link under "Environment and Traffic Adjudicators (ETA)", you can search by PCN number and your case should come up.
