Vehicle reg not visible in photographic evidence.

Traffic enforcement camera signage does not appear as you enter the prohibited area, see GSV.

Weather was appalling, visiting the town for first time.

Can’t return to gather further evidence as live miles away.

Note that the link to the Reg 10 advice for this council on the Excel is broken.  Discount period is 21 days on PCN which I think is valid for an approved device issuance ?

None of the points you have made is any good for an appeal to the Traffic Penalty Tribunal.

- Camera signs are not a legal requirement
- Vehicle registration can be clearly seen in their photos on their website.
- weather is typical for England and the two signs are clear. Did you not realise what they meant ?

Video shows a head-on approach at a fairly low speed and you passed the signs without any hesitation at all.

Unless you can tell us more, the discount looks the most attractive option, but we do encourage people to submit something because the council sometimes shoot themselves in the foot when replying. The only problem is that as this is a postal PCN you can only submit a formal representation, and we don't know if they will re-offer the discount when they inevitable reject your rpes.

Ok thanks for your reply.  Have I received an NTO then ?

The link on the form takes me to a council page that says informal appeals can only be made prior to the NTO being received.

Their website also says “If the challenge is received within 14 days of the ticket being issued any discount applicable will be frozen until a reply is issued.”

But it also says that “If you pay your penalty then you lose your right to appeal by law. No further comments or challenges will be responded to and the council will consider the matter closed.” which contradicts the PCN I’ve received.  Hardly helpful from them.  I guess that’s intentional.
