So, you were 5 minutes too early, the restriction ending at 4 pm. Presumably not a Blue Badge holder or H1 permit holder ? 
Have you looked at the video of the alleged contravention yet ? Did you approach the restriction on Sebert Road or Avenue Road

Two things come to mind, (1) there is a lot of information to read and digest as one approaches the sign, and (2) the advance warning sign on Avenue Road merely advises of a No Left Turn restriction without advising of the other restrictions. So this sign could be considered not to reflect the Traffic Order that the signs are telling you about.

Other thing is how they enforce by CCTV and then know whether the driver of the car is a BB holder or not. Clearly they cannot know, so the poor old BB holder gets a PCN like the rest and has to submit representations to get the PCN overturned, but may just cough-up, not remembering the restrictions on the sign. 

Signs with a large amount of content on them are open to challenge as impossible to read and understand from a moving car, but here it is 20 mph, so not as strong as if it were 30mph.

I challenge this PCN on the basis that the contravention did not occur, de minimis, and also that the sig
n for this restriction contains so much information it is impossible to read and understand it before it is passed.

I passed the sign within 5 minutes of the end of the restricted period, and consider to impose such a harsh penalty, (a minimum of £65 with the discount) is disproportionate for such a trivial transgression. In addition, the sign permits Blue Badge holders to pass the sign during the restrictions, but there is not means by which you can detect, by camera, whether the person who drove past the sign holds a Blue Badge, so one assumes you serve a PCN and wait for the Blue Badge holder to go through the rigamarole of submitting representations against the PCN. This is surely an abuse of your powers to enforce using CCTV.

I therefore request that the PCN be cancelled.
