Signs with a large amount of content on them are open to challenge as impossible to read and understand from a moving car, but here it is 20 mph, so not as strong as if it were 30mph.

I challenge this PCN on the basis that the contravention did not occur, de minimis, and also that the sig
n for this restriction contains so much information it is impossible to read and understand it before it is passed.
I passed the sign within 5 minutes of the end of the restricted period, and consider to impose such a harsh penalty, (a minimum of £65 with the discount) is disproportionate for such a trivial transgression. In addition, the sign permits Blue Badge holders to pass the sign during the restrictions, but there is not means by which you can detect, by camera, whether the person who drove past the sign holds a Blue Badge, so one assumes you serve a PCN and wait for the Blue Badge holder to go through the rigamarole of submitting representations against the PCN. This is surely an abuse of your powers to enforce using CCTV.
I therefore request that the PCN be cancelled.
