You need to release your Google links to allow us to see them. I expect they are set on 'private' Make sure names and addresses are redacted on any documents first, though.

Any exempt activity - loading, boarding?

Preordered items? What and from where?

For loading they need to be heavy/bulky.

There is no observation time on PCN.

Picking up drinks to be delivered elsewhere. It filled up my car. It was from a shop/bar a few feet away

No paperwork. Took 30-45 mins. I have pictures at the location of my car.

What is the best course of action to appeal the PCN.

None!

Why?

Because the PCN as such is history - issued 2 Sept.- and a Notice to Owner for the full penalty has already been issued: informal reps against the initial PCN can only be made until a NTO is issued.

Are you the vehicle's registered keeper? If so, why have you not mentioned the NTO?

If you are the keeper but have not received the NTO then you cannot appeal this further(this right falls to the 'recipient' of a NTO) all you can do procedurally is wait for the next notices - charge certificate and Order for Recovery- and then file a witness statement. It's routine but a bit of a palava.

If you are not the registered keeper then who is? Only they may make formal representations.

Bring us up to speed on who's who pl, not the contravention because we're not at this point.

Yes, I didn't notice the PCN date.

Your other thread says you didn't update the logbook so the NTO will presumably have gone to the old address.

Did you challenge the PCN?

You can of course login and challenge the NTO or pay it but you'll need to get the council to change the address it has, or get hold of mail soonest from old address.
