I didn't say the owner wasn't in the vehicle either?
Do you mean "owner" of the BB? Or of the car?

Hello,

I parked in Coventry city centre just outside of CODE Fairfax Street, my sister, who is a blue badge holder with me in the car. I helped her take her stuff up in multiple trips as she is due to start uni soon.

On one of my trips back with the trolley, I came back to a ticket on the window - council - ‘Parking in a restricted area out of the prescribed time’

I flagged down the warden who was prancing about and he says that he noticed I’ve been going in and out of the car and that the badge is registered to someone older.  ::)
He demanded I bring my sister down from the 21st floor to prove that she was with me, I could’ve tbh, but refused to. I’d always been told anyway, once a ticket’s been processed, they can’t redact it.

He asked me her DOB, I said she was in her 20s and gave the exact birthday, he comes back to say it’s registered to someone in their 70s?! I’m really baffled here, can they make out the badge owner’s DOB from reg? Why would the warden goad me into saying otherwise when I know the badge is valid?

I’m still going to contest it. The badge was only in use for its rightful user and the gall of him,  absolute w*nker
interesting but are you actually asking a question? asking for help or just telling us your story??

Even without the badge, I was there for less than 20 mins which is ordinarily allowed anyway.
CEO observed 13:49 and gave the ticket at 13:56 - 7 minutes

surely this won't stand when appealed?

I was parked on Fairfax Street where 20 minutes stay is permitted, I confirmed this by asking another CEO on a previous day, and by adjacent signage. I stayed the duration of 7 minutes which is within the exempted period. This is from 13:49 to 13:56 - this is recorded on the PCN. I also had a valid blue badge and the passenger for whom this belongs in the vehicle. The badge was correctly and clearly displayed and can be seen in the pictures taken by the CEO. This was to enable unloading of goods. I look forward to your response regarding the cancellation of this PCN, Thank you

Was a BB clock on display? I don't see it in the photos.

Also where is the Restricted Parking Zone sign shown in the Civil Enforceemnt Officer's evidence photos actually postitioned on the street, in relation to where you parked?

The RPZ sign says "Except in signed bays". Are there any signs at all in or adjacent to the bay in the centre of the road where you parked?

The 20 minute limit seems to apply to the coach bay outside the CODE.

The PCN itself is for contravening a no wating restricion, usually single/double yellow lines or for not parking in a bay in a RPZ, there aren't any yellow lines in an RPZ.

Your answers are ambiguous, there doesn't seem to be any other person in the car. So was the BB holder in the car when it was driven to the location or not?

Misuse of a BB is a criminal offence and you seem to have aroused suspicion.

As it stands, this could end badly for the OP if the CEO made notes on the badge and OPs statements which contradict each other.
and no definitive answer on this issue is not helping
