ULEZ - Busted for forgetting to pay for a smelly diesel

Idiot son forgot to pay ULEZ charge and has had an invitation to pay loadsamoney as attached.

Can't see any viable challenge except, possibly, uncertain location which is simply stated in the letter as "A23 Brighton Road", although there is "L754 0151 A23 Brighton Road" captioned on one photo.

Date of alleged offence: 30/03/24
Date of PCN: 05/04/24

Any sensible advice would be welcome.

Firstly you posted in wrong forum.   Someone will change it.

Anyway, it won't help this time, but get your son to set up an account so that he's billed when he passes a camera.
a) Can't forget, so no risk of penalty.
b) I found that the camera doesn't always pick up the car when I know I was in ULEZ zone. So can get some 'free' days.

Hopefully someone else can help you with PCN.  But you need to attach a redacted copy.

Vague locus has won appeals, but these were circumstances where there was more than one of the restrictions along the route. Here you have crossed a boundary, so does locus matter ?  No harm in trying it, but don't expect them to roll over. Would it win at London Tribunals ? I don't know, but I understand the Road User Charging mob don't have a very good reputation, at least that's my impression.

In any case call TFL on 0343 222 3333 and ask for the video, they will send you a DVD in the post and put the penalty on hold while you wait.

The GLC/Surrey County boundary is along the A23. I've not been along there recently to see where the ULEZ Khameras are.
Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.

If it's anywhere near the boundary that could give us some interesting signage arguments, given the home counties refused consent for any advance warning signs.
