Have you had other PCNs from Tower Hamlets before?
I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Well we're really scraping the bottom of the barrel here but if you want to have a go this is all I could come up with:

Dear London Borough of Tower Hamlets,

While I must accept that a contravention appears to have occurred, I would ask you to exercise your discretion on this occasion. I have not incurred a penalty charge notice from your authority for over half a decade and during a cost of living crisis, I would be highly appreciative if you could waive the penalty on this occasion. I will of course be a lot more careful going forwards.

What fault? Has the car been to a garage? Has the fault been diagnosed?

I think there is some issue with Adblue, anyhow, I read some more posts of yours, as I had my 11 year old and 3 year old and was dropping them to a restaurant on the high street, is that a valid argument?

Maybe if you give us the full story. Which restaurant? Ad if you were dropping them off, who were you leaving the children with?

The PCN wording is wrong as to the 28 days to pay which should refer to the date of the alleged contravention not to date of service

My car threw up error code which I believe is to do with some issues with the Adblue system leaking. The problem is, I use my friend who is a qualified mechanic but I do not think he is Vat registered.

In your second point. I dropped the kids to a restaurant called Franzo’s, this is on the high street. I was not 100% sure what end of high street it was and not sure of parking on the high street as there are red route. I dropped the kids with friends who were already there. I have receipt for the evening if any good.

Who cares about being VAT registered? The issue you haven't explained is why you through there was a problem that caused you to have to stop there. Am I right in thinking your car was fine, and while there might be some issue with the adblue, it didn't force you to stop and you just mentioned it because you thought it might help?

So how did you arrange this with your friend, text message? whatsapp?

Also, what's your connection to this friend? Presumably you must be quite close if you're leaving your children with them? Where were you going after you dropped them off?

Hi CP and thanks.
I don’t think I can use the car issue as the reason for stopping was not due to that so please ignore and apologise.

We were out from early afternoon at a park with the same friends and their kids, we then decided whilst at park that we will meet at the venue after 8pm as that can accommodate four families.
Yes these are close family friends so I left my children with them. Thanks
