LANCASHIRE COUNTY COUNCIL LOADING BAY PCN -HELP NEEDED

Hi all, got the pcn below a few days ago parking in Burnley town centre. There are some building works going on and i am positive at least 5-10 people are being given tickets a day on this road i was given a ticket (I have seen it on multiple occasions when i have been past in the last couple of days)

I have attached a pic of the PCN, could any of you possibly see if all is correct with the PCN or if i have any appeal grounds by any chance? I have attached pictures of the road and the road markings.

As I posted in PPP I don't see any slam-dunk win, indeed any argument at all for cancellation of the PCN

Faded bay markings, but a clear sign "Loading Only" right by your car. Where are the building works, there are none at all in the photos ? Difficult to see a win here at all.

Others may find something, but don't miss any deadlines

There's a p&d car park on the opposite side of the road to where you parked, so not sure about the lack of parking,  also I believe the car park the site was being built next to was open for use as well.  Surely £1.10 was worth paying rather than chancing it?

The car park on the right of where i parked was full, and not sure about the car park near the new nandos as that needs to be accessed from a different road, as far as i know its not accessible from where i was parked.

Please give us the PCN number and number plate. Also please confirm why you were parked, and how long for.
