A couple of guys turned up to buy my car, I fell for their scam of one distracting me, whilst the other disabled the car and ended up selling it to them for considerably less than market value. Lesson learnt, however...
They then went on a spree of minor motoring infractions, most were overturned when I mentioned the circumstances, but the 2 ULEZ offences were upheld:

Not having sold a car for more than 10 years, I was unaware of the electronic filing system that is now in place.
I made several statutory declarations, which I believed would clear up the matter, but to no avail. I now have a letter from DVLA stating that I ceased to be the owner from the 4th October. It was sold on the evening of the 3rd and was definitely owned by the new owner at 2130, when the offence occured.

Bailiff's Actions:
He did not show me the warrant or identify himself to me. It was almost unnecessary, as he had already identified himself and the nature of his business to a 3rd party who was at my house. It was my wife, but I don't believe that is relevant, he discussed the matter with someone other than me. He would not let her leave the house in her car and claimed a log book was not adequate proof of ownership (exactly what I was being prosecuted for)
After some fairly heavy handed tactics, he took payment from her, against my wishes. She just wanted to get to work and saw no alternative but to pay him. So I now find myself in the situation where almost £1000 has been paid for somebody else's motoring offences.
Latest from the court:
They upheld their previous opinion, that I was liable and did not respond in a timely manner, this is not actually true, but it is their opinion and they have no interest in reversing the decision. Interestingly, in their judgement, they only talk about the one offence that occured on the 3rd, they make no mention of the second offence, from the 4th.
