I bought a tow car and it was used on 4 days in Central London. I registered it in error, on Auto Pay, then also on Quick Management but I never removed the Auto Pay listing until after the car had been in London for 2 days. The first 2 days I was correctly charged the Congestion Charge by Auto Pay but not the second 2 days despite still being registered on the Quick Management list (it still is registered).

The car was also registered on our Quick Management list as per document A (attached here) from prior to the 11th August. It was never removed from the Quick Management list.
There seems to be a bug in the system that if a vehicle is no longer found on the Auto Pay list that it is not identified despite still being on the quick Management list.
The wording on their website does not help as it is confusing. One would not spot that Auto Pay and Quick Management were different databases.
I did appeal but it was rejected. There is an issue on the Quick Management list where it says that it shows the creation date for a vehicle record but actually does not - I have highlighted the wording in yellow. They expect me to pay 2 x £90 instead of 2 x £15 which is wrong as there is a bug in their system.
