It's not available online like London councils, because TfL are in the dark ages. They send it out as a DVD, and freeze the enforcement for about 10 days. SO we get extra time to examine your case.
Our administrator, cp8759 also has knowledge of TfL PCNs and a particular fatal error with them so PM him and ask about your case. I don't know what the actual error is.
