Dear Sir/Madam,
I’m writing about three PCNs for the same permit-gated restriction at Crystal Glen, Llanishen (<Ref1>, <Ref2>, <Ref3>) and I’m asking if you’d please look at them together and consider cancelling them as a matter of discretion.
These journeys happened because I was helping my friend, <name>, a local resident from <address in the permit area> attend St Brigid’s Catholic Church for the funeral service of her father. As someone unfamiliar with the area, I didn’t realise the route passed through a permit‑only gate.
On 27/01/2026 I did a quick dry run of the route so I could make sure I could get her to the church smoothly on the day without adding any stress.
On 29/01/2026 (the day of the funeral) there were two further trips using the same route as part of the funeral arrangements.
I fully accept that the restriction exists for a reason, and I’m sorry for crossing it. This was an honest mistake in difficult circumstances, made by someone unfamiliar with the area.
The reason I’m asking you to consider cancelling at least the second and third PCNs is that I only received all three of these notices on the same day, so I had no idea a PCN had been issued after the dry run on the 27th, and therefore no opportunity to change route before the two trips on the 29th. By the time any notice arrived, the funeral day journeys had already happened. It feels disproportionate to be penalised multiple times for the same location and restriction when there was no chance to learn from the first notice before the later journeys occurred.
Had we realised the route included the permit gate, <name> and I would've arranged a visitor permit and none of this would have happened. With everything going on around her father’s death and the rush of funeral arrangements, that detail was unfortunately overlooked.
So, with respect, I’m asking for:
Cancellation of the two PCNs dated 29/01/2026 on fairness/discretion grounds (no opportunity to know about the earlier PCN before those journeys), and
Consideration of cancelling the 27/01/2026 PCN as well, on compassionate/exceptional circumstances given the bereavement situation and the purpose of the trip.
If you’re not able to cancel all three, I’d be very grateful if you could at least cancel the two from 29/01/2026.
