Dear TFL,
The contravention did not occur. I am a PHV driver and I had received a booking to pick up a passenger at this location. The booking was made at 08:36am and I had arrived at the location at 08:42am where the passenger should have been waiting for me.
After waiting for a while, the booking had been cancelled and I promptly left the area.
As for the vehicle, I am not the registered keeper and I contest that this person was legally permitted to seek to transfer liability to me as the 'owner' and this is supported by their failure to effect this in the prescribed manner, including supplying the authority with the documents mandated under the regulations.
If the authority claim that they are permitted to treat me as being the 'owner', then in any rejection they must provide the proof provided to them by the registered keeper. Simply asserting that everything was conducted in accordance with the regulations would be insufficient, particularly as this evidence would have to be produced at adjudication.

1. Should i attach the screenshot of the booking cancellation?
2. What option should i choose from the appeals page? I have these options:
- The Contravention did not Occur.
- The Traffic Order was invalid.
- I was not the owner/keeper at the time of the Contravention
- The Vehicle has been taken without my consent
- The Penalty has been paid in full, or has been paid at the reduced amount within the specified period
- The Penalty Charge exceeds the applicable amount.
- We are a Hire Firm and have supplied the name of the hirer.
- There has been a procedural impropriety on the part of the Enforcement Authority
- Any mitigating circumstances you wish to raise
