Sorry, not enough. Please describe direction of travel and where you made the U-turn. We need detail like this to make sure the PCN is correct. It is very unwise of us to guess what you did, you need to tell us.

As this is a TfL PCN, we can't see the video unless you obtain it from TfL in the form of a DVD. Yes, TfL are in the dark ages unlike the councils. If you call them, they'll send one out and put the process on hold for about 14 days.

If i ask for the DVD will i still have the chance to appeal and get the discount or this will be considered a challenge and I will not get a second chance?

Yes, you can still appeal, having seen the video. They stop the enforcement clock for about 14 days to produce and send it by mail. If it hasn't turned up in 10 days call them again. (check when asking for it). It's all done on the phone and not taken to be representations

Video shows you driving past a 'No U-turn' sign then doing a U-turn. Not sure what reps you can submit that will explain that.
Somebody may suggest a 'technical' appeal based on TfL management of the enforcement process, so wait a bit but don't miss any important deadlines on the PCN.

Recently filed an appeal for someone at London Tribunals for TfL prohibited turn PCN. The LA did not contest in March 2026, even though I only challenged the administrative flaws. Your PCN appears to have the same wording in respect to the payment period (which was the main focus of the appeal). We also challenged the wording of the PCN grounds as it fettered the scope of consent. The LA failed to include a notice of appeal in the NOR so we mentioned that. A customer agent refused to provide an electronic NOR, so we filed SAR for telephone recordings and challenged that. Also mentioned a failure to consider and challenged the wording in the NOR. So altogether perhaps that helped. I had learned some of these strategies from the previous forum. If you want the technical wording let me know, however there is no certainty as it was my layman interpretation.
