TFL Bus lane PCN at A13 Beckton exit

From LT's letter you've opted for decision on papers, which @Hippocrates may well ask you to get changed to a personal (=video/telephone) hearing. Hearings on papers are never recommended.

As I understand it, the statutory grounds are limited, so which have you cited?

The recipient was not the owner of the vehicle at the material time;
There was no breach of the bus lane order/regulation;
The person in control of the vehicle at the material time was in control of it without the owner's consent;
The police are taking action.

I chose the "no breach" option.
