stopping on zigzags outside school during half term, Bishops Road, Southampton

This occurred during half term.  I stopped for 2 minutes to check directions.  It seems outrageous that the zigzags are enforced when the schools are not open. It seems that the PCN is enforceable and any challenge is purely on a common-sense basis, but I would be pleased to be proved wrong.

So you stopped there because you knew it was half term?

The video barely shows a stop though. I won't post it as it has a rather blurry close up of your passenger - I'll see if I can blur it out.

CCTV photo show you stopped on zig-zags exactly where the sign was placed i.e. on the railings which was adjacent to the driver's seat.

As per stamfordman, did you:
See, understand but rationalise and ignore;
See and misunderstand;
Not see?

Yes, I knew it was half term - I was looking for the correct entrance for the Holiday Club to drop my son off.  The email from the holiday club said "Bishops Road" but it turned out the entrance to use was in Peveril Road.  I hasten to add that the holiday club was barely a dozen children, with no specific arrival time to observe.

But the school building was open and you were there to take your child to a function being held in the school.

I suspect that the authority could take this view.

Guess it may weaken any argument - but as I said, the holiday club was for a tiny number of children, there was no set start time, it was on the other side of the large school site.

Road signs and markings apply 24/7. If a restriction doesn't apply at all times there will be a plate nearby informing drivers of this fact. Some on zigzags have such a plate saying something like "except in school holidays" or 0700-0930 and 1430-1630.

OP, let's just deal with the evidence which, as I understand it, is solely the CCTV.

This shows your car and then cuts away and returns to your car.

While your car is first in view it is moving, albeit slowly. It had not stopped at 8.31.597.

The next shot of your car shows it stationary between 8.32.03 and 8.32.08.

The CCTV does not show the car stopping. It is therefore impossible to know for how long it was stopped other than this could not have been less than 5 seconds.

There seems to be a passenger in both clips.

OP, as you were stationary let's not dance around this. IMO, your reps should focus on the brevity of your stop. For our purposes the why might be helpful.

You seem to be talking to your son and then looking at the school entrance. Does your son attend there normally/is this the entrance you use normally/were you expecting the same this time but couldn't see the entrance gate open/what did you do to 'check directions'?

OP, you posted: I stopped for 2 minutes to check directions.

Having now seen the clip what would you say?

Thank you, and everyone else who has responded and helped so far.  Clearly my memory of stopping for 2 minutes is incorrect - it is clear from the video that I was not stopped for more than 5 seconds.  I now recall that the "checking of directions" was my son saying that the last time he attended holiday club at this school the gate used was on the other side - via Peveril Road. I said that the email had given the address as Bishops Road so that was why we were looking for an open gate there.  So, we quickly carried on and drove to Peveril Road.


I think I may be able to expose a little hypocrisy on the part of the LA over the restriction being enforced on non-school days- this is a quote from a press release https://myjourneysouthampton.com/news/cctv-installed-outside-southampton-schools-to-deter-illegal-parking-on-the-keep-clear-zig-zag-lines/  relating to the provision of enforcement cameras - what does anyone think?:


Councillor Steve Leggett is quoted:
“I’m delighted with this new initiative to further enforce the yellow Keep Clear zig-zag lines outside schools, that are there to keep our children safe when they cross the road. The yellow zig-zag lines are designed to prevent cars from obscuring the view of oncoming traffic, as well as to allow drivers to see when a child might be about to cross the road. This initiative is about stopping dangerous parking, not about collecting fines and our message is clear - park legally and responsibly and you won’t face a fixed penalty notice.”

Councillor Darren Paffey states:
“The safety of children and families around our schools is crucial, so I fully support the use of CCTV to deter people from parking on the yellow Keep Clear zig zags. The timing of the installation of the cameras coincides with children going back to school for the new term and will ensure that everyone’s journeys to and from school are safer.”

I wouldn't concede a stop from the video - it is a no stopping contravention and evidence doesn't look solid to me.

Are you suggesting that the car was not stationary when the camera panned back?

If I'm wrong on this point, OK. But if it is, then IMO it should be acknowledged. But IMO this doesn't mean that the reps would not succeed once it is drawn to the authority's attention that the only evidence of being stopped is when the camera pans back.

Others might comment.

Yes OK there is a very brief stop on the video - about a second before the car moves again - and no doubt a longer one not recorded.

A 'I was aware of the no stopping zone and while working out what to do (which was what...) was moving throughout your video recording apart from a very short 1 second stop'

And then what?
