Well, the only alternative to coughing-up the discount right now, is to wait and see if one of our regulars suggests a 'technical' appeal.
Appeals based on a technical issue are when the council have mismanaged the enforcement process. Such appeals (at the adjudicators, London Tribunals), have won recently, but I'm not sure if Enfield have committed any faux pas. SO wait a bit to see what may be suggested, but don't miss the deadline for paying or submitting representations. If you are minded to pay the discount, you can wait until shortly before the discount period expires.
Please note that taking them to London Tribunals means the full PCN penalty is in play, no discount.
