Lambeth Parking, Help please!

Hi people, I hope you are well. I will attach some photos with a penalty charge I got few weeks ago. Unfortunately, I was unable to open the letter too soon, so, today I've got another letter. Please have a look. Can I do something about that? I've read the forum, and if someone can guide me how to appeal this charge, it would be ideal.

Bit of context, of course. Me, a newbie from Watford, I didn't drive too much in London (the traffic is just pure chaos :D), and, on that night, I followed Waze to my home destination. I was lost, because I have missed a roundabout exit, and Waze redirected my route. Of course, I have followed other cars in front of me, and in the car behind me was another person who followed me (I went out with that person, and I have asked if she received a penalty charge. She said no... mm, okay then.) Waze showed me that route and I didn't notice other suspicious marks or something. And for me, it was the first time driving in that area. I was kinda anxious, because I am not familiar with the London Traffic.

I consider this to be too harsh, and the amount of money is difficult for me, honestly. I am working like an animal, and this letter ''hurt'' my mental. Can you guys help me with that? I will keep my eyes on this forum and I will provide you with any info you might need. I want to thank you in advance, and I am very grateful for your time and everything.

Please explain why you were unable to open the envelope containing the postal PCN.

Although there is a procedure to reset the matter after a Charge Certificate has been served, it only covers four situations. We need to know which situation prevented you receiving the PCN within the time allowed to pay or appeal.

Hi, and thank you for your answer! I will be honest with you. I didn't pay too much attention. When I received that letter, I put it aside and forgot about it. I was focused with my work/daily routine. I don't have an excuse, and I feel ''stuck'' with this problem.  What is the ''best'' thing to do now?

By not responding to the PCN you lost the option to submit representations, and then, if those were rejected, to register an appeal at London Tribunals.

So eventually, with nothing received in response to the PCN, the council moved on and served you a Charge Certificate that adds 50% to the PCN penalty, and there is no appeal option at this stage. I suggest you are best off paying the CC charge. There is a third stage, when the council register the debt at the Traffic Enforcement Centre and send you an Order for Recovery. At that stage you can submit a Witness Statement, but your circumstances don't fit the scenarios on the form.  A Witness Statement is a court document with penalties for false declarations.
