Hi There
I received a PCN on 2 December 2025 for:
Contravention: 53c - Failing to comply with a restriction on vehicles entering a pedestrian and cycle zone
Location: HOLLYDALE ROAD JUNCTION GIBBON ROAD.
I only received the letter in the post on 12 January 2026. The car I was driving is in my wife's name.
Before I found this great forum, I arrogantly thought I would have a go making a representation as I felt the signage was poorly displayed at the intersection. My representation was rejected.
Since making the representation, there were a few weeks delay where the council came back to my wife asking her to confirm that I could make the representation. They then took another few weeks to respond to the representation with their rejection.
I have replied to the council asking if they would consider extending the 28 day 50% discount period and I am awaiting a response.
I am considering appealing the PCN at tribunal as I feel that the signage is not sufficient due to the angle that I approached the intersection and I am now seeking some guidance.

Something that I am interested in is that I have seen blue signs on roads that notify road users of an upcoming intersection with a restriction on vehicles entering a pedestrian and cycle zone. (example images of this type of sign in the link above) Along the roadway leading up to the intersection where my alleged contravention occurred however, there is no such sign. Why do these blue warning signs occur on some roads and not others?
Any help is greatly appreciated even if to advise that I pay the fine and move on.
Thank you.
Tom
