You were issued a PCN for parking on a yellow line.....(which on the road would be code 12!).

Rather speaks for itself IMO.

They're idiots whose lack of knowledge is matched by their obstinacy.

Wait for the NTO IMO, and we can compile reps which focus on the key issues. Should be quite short.

They're not obliged to, but often do because although appealing is free for you, they incur a fee in the range of £25-£30 per appeal in addition to which they bear the internal cost of administration in preparing their evidence. This more often than not 'encourages' them to re-offer the discounted sum.

I've not yet received the NTO. Where do I stand if they send the NTO to the previous owners address?

There has been an issue with the keeper change so it's still not actually in my name (in process of being resolved).

You must make sure the council are aware of the problem, and to send the NtO to your address. Of course, if the previous owner does end up getting the NtO, he can submit reps that he is no longer the owner, and provide your name and address.

I'm sorry, but you cannot tell the authority to use your name for the NTO if you were not the RK. You can tell them of your new contact details, but the NTO must by law be sent in the first instance to the person who was the registered keeper on the day.

Perhaps a NTO has been issued already, why don't you ask the council.

You have NO liability until you receive a NTO in your name.

As posted: 'if the previous owner does end up getting the NtO, he can submit reps that he is no longer the owner, and provide your name and address'. Then you deal with the NTO.
