Hi everyone,

I would appreciate some advice on a Penalty Charge Notice I recently received from Southwark Council.

Location: Ethel Street & Larcom Street
Contravention: 52 m - Failing to comply with a prohibition on certain types of vehicle (Motor vehicles)
Date & Time of Contravention: 27/09/2026
Date of Notice: 30/09/2026
PCN Number: JK20422340
Vehicle Registration (VRM): VE66OAW

The restriction applies half-way down Larcom Street before the junction of Ethel Street, this looks like a one-way street as shown on the faint road marking arrow (see Google Street Map below) therefore there is no legal option to turn around other than drive through the restriction, the same goes for the other vehicles parked along this road, how would they legally exit this road without driving through the restriction?  Surely this is entrapment.

Please could anyone advise if I have a valid appeal, many thanks.

Where is the PCN as it will be flawed?

I HAVE A HIGH COURT CASE RE JUDICIAL REVIEW BUT WILL DO MY BEST TO ADVISE AND TAKE ON CASES IF AT ALL POSSIBLE.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

Draft re PCN wording:

I make this collateral challenge as the PCN is substantially non-compliant because of this statement:

“If full payment has not been made before the end of the period of 28 days beginning with the date of this notice, a Charge Certificate may be issued increasing the amount outstanding by 50% to £240.00” is wrong as it flies in the face of the law as provided at  Schedule I,  paras. 5(1) and (2)(a) which state from the date of service.  Therefore, the PCN is a nullity and substantially non-compliant as it effectively truncates the relevant period.

In light of the above, please cancel said PCN. If you do not agree to do so, I will take the matter to the Tribunal, the majority  of whose adjudicators have decided in favour of this legal argument.

You can post a draft re the signage then we can put it together.
