Stopped where prohibited (on a red route or clearway) - Redvers Street, Hackney

Hi There,
Raising this on behalf of my partner.

My partner works in Hackney college and on that day, due to ongoing works in the staff parking area had to park just outside the car park in Redvers Street.

Here's the location and the photos, the first two are street view images showing cars parked in the location and also showing when the street is empty.

Note that there's dedicated parking space adjacent to the double red lines, which I think are crucial in this case. The parking belonging to Hackney college and my partner had the permit in view. Clearly however as my parner couldn't find enough space, had to go over the curb as seen in the photo, thereby also going outside of the parking area.

I thought I'd ask the forum in case there's a chance this can be appealed.

Post the PCN. This must be TFL.

There should not be parking places behind the red lines.

There was a notice indicating that the places are some kind of private parking but this looks like an historic and not a legal entity given this is a public street subject to on-street control.

Hi There,

Yes - its from TFL. And yes there are private parking spots (I posted a Google maps screenshot showing the slots). If parking was indeed illegal there, no one would park there from Hackney college? I'm not sure how my partner was picked up when there were multiple other vehicles parked on the same street.

The private parking notices are present on that side at regular intervals, just that the one closet to my partner's car is not preset (probably fell out by the looks of things).

Yes I guess the PCN was issued because of the footway parking under TFL's catch-all code 62. But I think they can issue a footway parking contravention.

I'm not up to speed on TFL red routes - see this for guidance:

UPDATE

I appealed to TfL on the grounds that the car was mostly on private parking bay and had a parking permit for the bay and that their contravention reason, even if legitimate was not for parking on pavement.

The PCN has been cancelled by TfL. Yay!
