Confusing signage.  Ringo parking until it automatically stopped at 6.30pm only to get a ticket as it then became resident only for (a somewhat strange period) 6.30pm-8pm. The way the sign sets out resident parking 9am-8pm OR 9am-630pm pay at machine, you're lulled into thinking its ok if you pay through 6.30 vs it explicitly saying it then becomes resident only so you need to move on.  CEO was certainly quick to issue the ticket 18:47 so probably something that happens frequently.

Been through a couple of Council appeals (attached) so its a case of whether we take further but then the discount will be lost and the charge increase from £40 to £80.

I think the sign is clear enough,but like a lot of these permit or P&D conditions, one must read the sign carefully.

So you're now invited to wait for the NtO, or cough-up. So far nobody has come up with a "technical" defence, so you have to consider if it's worth taking the matter further, and risk the full PCN penalty.  Having said that, many councils re-offer the discount when rejecting reps against an NtO, but I'm not sure if this council does, but somebody will know and will hopefully come on here and tell you.

@Will London the statement in bold in the informal rejection saying "this offer will not be repeated" is a lie, if you challenge the notice to owner within 14 days of the date of issue the council will almost invariably reoffer the discount.

I don't agree that the signs are clear at all, where different restrictions apply at different times the sign should be broken down into separate panels because otherwise there is an ambiguity. There is nothing to indicate that the pay by phone option is restricted to certain times, on the contrary reading the sign literally, pay by phone is permitted 24 hours a day, seven days a week.

If you wait for the notice to owner I will write a formal representation for you.

Thanks for that, we'll wait for the notice to owner and come back to you.  Just playing around on google maps I notice back in 2017 (link below) on the same road they had a different sign format which I actually think was clearer.  Back then they didn't have phone parking so I suspect they updated the signs to add that information changing the format at that same time.
