Hi everyone,

I’ve received a PCN for parking in a loading bay during restricted hours without observed loading. The council states my vehicle was observed for 8 minutes with no visible unloading activity, and therefore issued the ticket.

However, I was in the process of moving heavy furniture from my car to my new flat, which is directly across the road. As you can imagine, moving large items like a sofa takes time—more than 8 minutes to carry into the flat and return to the car—so it's understandable that the observer may not have seen me during that window.

I’ve already challenged the PCN and explained the situation, but they’ve replied saying I need to provide proof within 14 days, such as a delivery note or invoice. The problem is that this wasn’t a commercial delivery—it was my own furniture being moved from my old flat, so I don’t have anything official to show.

They’ve mentioned “proof” is required, but from what I understand, legislation doesn’t require absolute proof—but I’m still unsure how to strengthen my appeal.

Would a shop receipt (e.g. from Dunelm, dated the same day) help support the case? I’d really appreciate any advice on how best to present this or what else I might include or state to improve my chances.

Do you have papework to show one rental ending and the new one starting. That plus a genuine purchase receipt for the same day should be sufficient
