Disputing PCNs- council asking for Copy of Sales receipt

I have been battling some PCN's from multiple boroughs in London which some have gone to the bailiffs as I was unaware of them at the time of issue (moved house).

Long story short but I sold the car as scrap on 26th March 2024 and the records were not updated by the DVLA until the 11th July 2024. The car was obviously fixed and all of the PCN's took place during this time.

I have since received a letter from the DVLA stating they have changed their records to show I was not the registered keeper from the 26th March 2024.

One council was happy with this letter and has cancelled the PCN but two others are saying I need to have a copy of the receipt of sale, which I do not have as I did not receive one when I sold the car.

I have sent over copies of the insurance documents showing a change in insurance from the old car to the new car.

What can I do regarding the sales receipt? I refuse the pay these fines as they were not me and there is almost £3000 worth in total!!

Let's see the letters you've had.

Who did you sell the car to and did you use the 'tell DVLA I scrapped the car' online service.

I sent the green slip of but it was not updated until the 11th July for some reason.

I had not changed my address on the V5 when I moved  (did not know that was a  thing) but updated my address with the DVLA in Feb 2023 when I moved which is why I did not receive any PCN as I had moved a year prior to the PCn's and fowarding had stopped. My fault I know for that side of the issue.

The irony is, I received a letter from another bailiff company, phoned them, they put the case on hold while I spoke to the council ,sent the DVLA letter off to Ealing council and they cancelled the PCN and the bailiff action in 3 days saying I had provided enough information to not be liable. I don't understand how two councils need different information.

Who did you sell the car to for scrap?

The councils ought to accept proof from DVLA you weren't the keeper. Post this letter hiding only personal details.
