Should I be worried?

Hello, I made a representation to a NtO to Royal Borough of Greenwich. I did not receive a NoR but I then received a Charge Certificate dates 05/09/2024.

I have been waiting for a letter from TEC to make a WS. However, TEC have informed me that the pcn had not been registered.

Should I be worried? What happens next...isn't the next step TEC?

The 'letter' is an Order for Recovery and this is issued by the council under the authority of TEC. In your case it's the last time that the council will be judge in its own cause.

Although there are strict time limits on you responding to an OfR, you responding to a NOR and you responding to a NTO there is none which applies to the council issuing a CC or OfR. C'est la vie.

You just have to wait but proactively by checking with TEC every week to 10 dayswhich it seems you've started. Alternatively, as the cost of registering the charge is £10, you'll know when it's been registered because your online debt would have increased by a tenner. If either happens, come back here for advice. The next steps are pretty standard and simple, but they are timed and might include you having to have your signature witnessed(can't be precise because we don't know the contravention and therefore the governing legislation).

So parking regulations apply. Therefore the OfR would contain a witness statement form which (if the grounds apply**) you* complete simply by ticking the box 'made reps..did not receive a response' and sign.

You've blanked your VRM so we cannot check with the council's online PCN progress info(assuming they have this). Have you looked?

While we're waiting and just to tie up loose ends:

* - Was the NTO addressed to you by name;

** - It's issue date?
     How and when did you submit your reps?

I was hoping the council had forgotten about it since I've not heard anything back since September 2024...hencewhy I've not check on their website.

However, I have contacted TEC again this morning and they confirmed that the pcn had not yet been registered to them.

Yes the NtO was addressed to me by name.

My partner (who was the driver) originally unsuccessfully challenged the pcn in May 2024.

I then received the NtO in my name dated 24/06/2024 for which I made an online representation on 21/07/2024.

Not received a reply...until CC dated 05/09/2024.

Did you receive an acknowledgement email when you submitted your online representation against the NTO? Dated 21/07/2024?
