Wishing you a belated very happy new year!
My post relates to a Penalty Charge Notice (PCN) issued at 12:07 on Monday, 5th January 2026 on Beech Hill Road in Sheffield. For precise location information please see the links at the bottom of my post.
The circumstances are as follows: The driver- an elderly blue badge holder (first awarded a blue badge roughly one year ago)- was required to attend the Royal Hallamshire Hospital for routine monitoring of an ongoing condition. He understood that his blue badge entitled him to park on double yellow lines, as long as he did not park dangerously or cause an obstruction to the highway. Unfortunately, he did not understand that he was not entitled to park on double yellow lines where a loading restriction was in force.
Between 12:07 and 12:07, Civil Enforcement Officer CEO947 of Sheffield City Council (SCC) observed a blue Toyota (the driver’s car) to be “parked or loading/ unloading in a restricted street where waiting and loading/ unloading restrictions are in force”, and issued a PCN by affixing it to the windscreen of the driver’s car. The photographic evidence- which I am able to view on a desktop only and by navigating Sheffield City Council’s website (no direct link was provided on the PCN, only vague instructions as to how to do this)- shows the driver’s car parked on the double yellow lines, displaying the blue badge and parking clock set to 10:00 (just over two hours before the PCN was issued).

The PCN confirms that SCC believe that a fine of £70 is due, but that prompt payment within 14 days will see the tariff reduced by 50% to £35.
I am unsure whether this is relevant or not, but the driver previously received a PCN for the same contravention 3 weeks ago, however the driver was not made aware that he had received a PCN at the time for personal reasons, and a relative of the driver paid on his behalf. On this occasion, the driver has been made aware that he has received a PCN.
I would appreciate some advice here: are there grounds for appeal? What would the best next steps be? Is there anything else that you would like to tell me, or you think I should know?

Looks like there is only a plea for discretion.

Driver needs to read the blue badge booklet!

Double-yellow lines are in good order as are the kerb 'blips' for No Loading. Only a plea for the council to use it's discretion for an elderly and fairly new BB holder is my suggestion. However, such is the greed for cash in councils nowadays, it is more or less certain they will refuse the reps, but submit them anyway, as at least it makes them do at least some work for their money ! They almost invariably re-offer the discount provided the reps are with them inside the discount period. Not worth taking it any further than than in my opinion, umless the council shoot themselves in the foot in their reply.

FRen't you getting close to the deadline for paying or submitting reps ? If nobody else has contributed maybe they agree with me that you do not have a good basis for an appeal.
