I think it is quite disgraceful that adudicators can just change their minds on identical cases in front of them. Frankly, this adjudicator should have passed the decision to another adjudicator if he thought his previous decision was wrong.
The council’s evidence at J is of very little value..

Under LATOR the council has a duty to maintain such signage so that it is clearly visible to the motorist The video pertaining to PCN AF30090252 shows also a bus coming from the opposite direction so that Mr ***** attention was drawn to that situation.
Regarding the second alleged contravention, it is well established that a motorist does
not deliberately commit the same since s/he is not aware until the first PCN arrives in the post.
I also said that they had not sought a review of his original decision.
