PCN issued for parking without a permit in Newham off high street south

Hi,

I got a parking ticket for not displaying a visitor permit,
I went to visit a relative home who was in hospital end of life and just wanted to see how the rest of the family was doing and get update
I requested a visitor permit after I got to there home but the person was in the bathroom and they later purchased the visitor permit, when I got to my car I see a ticket, I appealed but they rejected it and now I got a notice to owner
Is there anything else I can do to appeal
Any advice will be appreciated
I attached all documents below

You have an NTO dated 22 June so a few weeks to make reps.

You are allowed time to get a visitor's permit but there is 6 mins observation on the PCN.
