Oh no, not another "satnav-assisted PCN" !
Unfortunately, GSV is a bit out-of-date at this location but we have seen PCNs for the restriction by the railway bridge. For me, this is a single contravention detected by two separate cameras. Here is the start of the restriction on the south side of the railway: -

So it seems straight away that the locus of the first PCN is completely wrong, you passed the above signs at the junction of South St and Victoria Road. This is supported by the fact that the video shows you not passing any signs. So I would submit representations stating that you did not pass any restriction signs at the location claimed on the PCN.
For the second PCN, you had the choice of turning left and not passing the Bus Gate sign here : -

This one is more difficult, because the sign is there, albeit only one sign, adequacy of signage could be questioned. Restrictions like this are always better announced with two signs especially bus traffic passing can obcsure the sign.
All of the above assumes the signs are all as I see them in GSV. Also not that Havering are a venal and rapacious council and will not re-offer the discount should you submit representations. However, that means that if you decide to go down this route it is a total no-brainer to appeal to London Tribunals and force Haverung to prepare an evidence pack and also pay the adjudication fee.
